Promotes the concept of Trap-Neuter-Return (TNR) as the most humane method of managing feral cat overpopulation. Provides information and brochures to the community about humane colony management. Registers colonies of feral cats and colony caretakers. Loans traps and provides trapping assistance as needed. May facilitate low-cost sterilization and vaccination of feral cats.
