Enterprise Zones

Programs at the state and local level that designate certain communities for development, and provide incentives to foster investment in these areas and reduce or remove unnecessary governmental regulatory barriers to economic development. In return, businesses in the area agree to employ a certain percentage of residents of the defined area. Specific incentives may include sales and use tax credits or refunds, business income tax savings, property tax abatements, development fee exceptions, hiring incentives, special loan packages and loan guarantees, low-cost industrial land, infrastructure development agreements, fast-track planning processes and preference points on state contracts.

Film Commissions

Programs that work to persuade motion picture and television producers to use a specific community for their filming projects and which provide assistance with negotiating a business agreement, obtaining necessary permits, selecting local sites for shoots and other activities that facilitate the production process.

Industrial Park Development

Programs that set aside acreage and create an infrastructure for businesses and/or light or heavy industrial manufacturers to move into as a means of attracting new investment in a community.

Specialized Personnel Recruitment Programs

Programs that conduct outreach or offer special incentives such as salary supplements to attract and retain qualified personnel to fill positions in law enforcement, health care, teaching and other disciplines, particularly in rural or remote areas or other locations where workforce shortages have become chronic.
